Afenyo-Markin demands accountability from Ghana Ports Authority over missing ECG containers

The Member of Parliament for Effutu and Majority Leader in Parliament, Hon. Alexander Kwamena Afenyo-Markin, has called on the National Security and other state investigative agencies to hold the Ghana Ports and Harbours Authority (GPHA) accountable following reports of missing containers belonging to the Electricity Company of Ghana (ECG).

Speaking on Joy FM’s Super Morning Show on Friday, May 2, which was monitored by Elvisanokyenews.net, Afenyo-Markin, who previously served as Board Chairman of ECG, disclosed that it is the legal and operational responsibility of the port authorities to safeguard goods in their custody.

“When you import your car, it gets to the port and is in the custody of the port. When it is missing, you sue the Ghana Port and all the agencies that handle your assets. It is not in your care,” he said, emphasizing that ECG should not be blamed for goods lost while under port supervision.

Recounting his tenure as ECG Board Chair, Afenyo-Markin revealed that he championed a critical policy reform during his very first board meeting, moving the company away from an old practice that exposed it to logistical and financial risk.

“ECG had a policy that when it awards contracts to suppliers, delivery ends at the port. I said no. As a businessman, I knew this would cost ECG. I pushed for a policy change where the delivery point would be our own warehouses. The board agreed, and that intervention is documented in our minutes.”

According to him ECG should not be held liable for containers that disappear after arrival at the port.

“If containers are missing at the port it is not the responsibility of the board nor the management. It is the responsibility of the port authorities because they are in custody of the containers, so if they are missing, ECG must sue the port. The state’s investigation agencies, national security should question the port authorities but not to say that the board chairman should come and answer why a container is brought in by an importer and in the custody of the port is missing.” He said.
