The 24-hour Economy Secretariat led by the Presidential Advisor on the the 24-hour Economy, Goosie Tanoh has presented the 24-hour Economy policy to the Speaker of Parliament, Rt. Hon. Alban Sumana Kingsford Bagbin
The presentation, which took place on Thursday, June 26, 2025, serves as a formal notice to the legislature, “the people’s representatives” of the government’s readiness to launch the transformative programme on Wednesday, July 2, 2025.
The 24-hour Economh which was a central campaign promise by H.E John Dramani Mahama and the National Democratic Congress during the 2024 general electioins aimed at creating sustainable jobs, reducing unemployment, and modernizing Ghana’s production and service sectors through round-the-clock economic activity.
According to Mr. Goosie Tanoh said the programme is expanded into three anchors: “production transformation, supply chain and market efficiency, and human capital development.” He explained that these anchors are supported by eight sub-programmes, including: Roll 24 – the agricultural transformation component, Make 24 – focused on manufacturing and industrial production, Connect 24 – designed to optimize logistics and supply chains, and Aspire 24 – promoting mindset change and a culture of productivity among Ghanaian workers and public servants.
“The program is made up of three anchors. Production transformation, supply chain and market efficiency and human capital development and those anchors are supported by eight sub-programs.
“Roll 24, which is the agricultural component, Make 24, which is the manufacturing component, and Connect 24, which is the supply chain component. Aspire 24, which is the mindset change, the resetting of the Ghanaian, equipping the Ghanaian worker, Ghanaian bureaucracy with a strong and powerful attitude to productivity and to work flows.
“Because without that, we cannot achieve the design of Reset that is the ambition of all of us in the country and not just the president’s ambition.” He stated
He further explained the role of digital transformation, particularly through the integration of digital technology in TVET systems and workforce training, to ensure Ghanaians are digitally fluent and globally competitive.
“Digital technology and acquaintance with digital technology to our workforce, beginning with the TVET system and mainstreaming digital education as part of the curriculum of TVET, so that we create a workforce that is upcoming that will be as digitally fluent as any other workforce in Africa or indeed on the globe.” He said.
The Speaker of Parliament, Rt. Hon. Alban Sumana Kingsford Bagbin, for his part, proposed that following the official launch, Parliament should debate and approve the policy to give it institutional legitimacy and nationwide buy-in
“One of the things I propose is the fact that after the launch, must be presented to the people’s representatives to give the officials time of approving it, which means that we have to have the opportunity to debate it and approve.
“Then you get the buy-in of all the organs of government, but you give legitimacy by saying that, yes, the people that will represent agree that this program will work to their benefit with our approval.” He said.
The July 2 launch is expected to mark the beginning of a new era of economic dynamism, with government, private sector, and labor unions aligning efforts to implement Ghana’s first-ever 24-hour economic strategy.
